Conference Keynote
Lieutenant Colonel (Retired) Oakland McCulloch
We are proud to welcome Lieutenant Colonel Oakland McCulloch (Retired) as the keynote speaker for the 2026 BCACP Victoria Leadership Conference.
One of Canada’s most compelling leadership voices, LTC McCulloch brings more than three decades of experience leading in high-risk, high-consequence environments. From commanding elite military units to advising senior leaders across government and industry, his career has been defined by moments where clarity, accountability, and sound judgment made all the difference.
In Victoria, he will deliver his keynote, Ignite Your Leadership Potential, exploring moral courage, integrity under pressure, and what it truly means to lead when decisions matter most. His powerful closing session will challenge leaders to sharpen their decision making, strengthen their teams, and lead with confidence and purpose.
